West Virginia Board of Education has developed a process to be used when a citizen believes that a school or county school system has violated state law or the policies of the WVBE. Policy 7211 is not to be used in situations where the county doesn't have the authority to act (placement of exceptional education students) or for personal complaints about employees.

The resolution process begins with a written level one complaint form submitted by a citizen to a school or district administrator. This is followed by a conference. If the citizen isn't satisfied, a level two complaint may be filed with the county superintendent. Level three complaints are sent to the state superintendent of schools as a final step.
